In terms of songwriting the Pumpkins are far better in my opinion (sorry if my post doesn't reek of indie snobbery :D).

i refuse to listen to the pumpkins because they are awful and billy no mates corgan actually was very rude to steve malkmus about the range life song calling him a waster and a stoner trying to be a rock star.......... it was in nme or something around the summer of 1992, i thought it was a tad....... ironic!

Correct. If youre going to sing about nothing you should do it with some flair, which i think Pavement do.

From more 'recent' years: Live Skull, Band of Susans, and Eric's Trip. (And I think it's about time some initiative was taken to collect and reissue all those old Eric's Trip 7", 12" and cassette-only releases.)

Fugazi is the only band that I can think of right now. Because I know they'd make a fantastic record, where as alot of the bands I may want to reform, may ruin their image for me if they were to make a stinker.
