I don't think it necessarily meant that, more like when you raise the tone, and how high. Like a musician would be more likely to jump their voice a fifth, where a banker would probably only use a second. And then how often and how subtley they do it told something, too.
Someone should look into the moaning thing. I'll volunteer if no one is willing.
