In NYC, if you want to kill someone and get a free ride, hit a pedestrian or bicyclist, nothing ever seems to happen. How did he not even see the pedestrian? Watch the chucklehead with the backpack, he just strolls on, looks like he takes out a camera or something. The camera angle is a bit tough but I don't think the Chief had his blinker on. Don't know about Tex-ass laws but in NY the pedestrain always has right of way, especially as he was walking straight and already in the road.
