That's... nowhere in the "manual".  From Wikipedia:

Consequently, the press release explains he receives it "for having created new poetic expressions within the great American song tradition". After the announcement, Professor Sara Danius, Permanent Secretary of the Swedish Academy, expanded on the reasons behind their decision saying Dylan "has been at it for 54 years, reinventing himself constantly".
