You realize that’s never changed the outcome of an election. It’s changed the outcome of the votes for, like, 3-4 individual states’ votes in the EC’s history.

NO! It's not when some "board of electors" meets to verify votes. It's when the Electoral College meets to CAST the votes to elect the President of the United States of America, according to the Constitution!
