here's my take: every prank call to 911 gets a fine of $1000.

that pays for improved services and reduces the rate of prank calls by oh a whole lot.

of course a new prank would be to start dialing 911 from people's phones just to get them in shit. i once caught an asshole making long distance calls from my phone. the fucker.
