Yep, you can own houses. But, there's only a small number of houses you can buy in the game (around 10 maybe?)
It wasn't possible to own land in Morrowind, but you could just go in someones house, kill them, then call the house yours. This won't work in Oblivion because gaurds will come in the house and either make you pay gold or arrest you
