i certainly can, especially with transportation, cheap subways and super cheap cabs, and plenty of cheap eats
as for housing i would think they aren't just saying NYC as in Manhattan alone which is almost unattainable and only accounts for under 20% of the city's population, Queens and The Bronx are quite affordable
