you'll be fine.. I applied for mine like 23 days before I needed to fly.. and I got it in 13? without even paying the 'rush' fee. as long as you pester them and are willing to go take it in to the office and pick it up from the office ( sorting/travel are the most time consuming things for yr passport) it'll be done really fast.
well.. in my country at least.
but that is really lame that your government is supposedly using a private courier. here you can have it direct posted from the office (using the next day delivery bags) or they make you pick it up from your local post office, or you pick it up from the government building in the city.
