FEMA is a very necessary government organization. The primary problem is that under the cronyism of the Bush/Cheney administration, incompetent persons have been put in charge.
For example, a high number of Bush-appointed attorneys to the Justice Department went to college at Pat Robertson's Regent University School of Law.
