good "noise" to me has to have some sort of structure. If you are going to record a ten minute noise piece for example, it should have a sonically defined beginning, middle and end. To me the sounds made are what define "noise" not a complte lack of musical structure in the piece. without some sort of sonic "structure" (and I use that term loosely, see the second half of MOTE for a prime example of a good noise structure) all you have ais a sequence of sounds with no flow, no sonic story to be told.

The worst noise is when someone figure sout how to amke a cool sound, and just records that sound in variatio for ten-fifteen minutes. that shit is fucking BORING background music, no better than muzak, or fucking "ambient" techno, and equally as pointless. background music for hispters to eat dinner to. you will hear this shit at yr old folks home in 60 years, when it is naptime.
