Half man half biscuit?
Generally being "funny" isnt enough, if the music is crap it undermines whatever comical under/overtones there are unless its just a comedy act with perfunctory music used as a vehicle.
Stick some vaguely funny lyrics to a decent song however and it can work, but i can only think of good songs that have funny moments within them rather than songs that are funny as a whole - like Garden by the Fall where he goes A JEW ON A MOTORBIIIIKE. You kinda have to build something up for an image like that to be funny, you cant do it straight off the bat.
