This place is pretty much one giant ghetto, with random gentrified areas and a gorgeous harbor. Bubble tea only really exists in the county, where the rich(er) people got the hell out.
I've only found one place in Baltimore City that sells bubble tea. Fortunately, it's only a few blocks away from where I'm currently living.
