Yes, if you choose not to buy health insurance, you will be fined. However there are exceptions for poverty.

The fine is between $750-$2000 (its 2% of income) which is not that drastic.. in reality the fine is simply an opt-out for middle class to wealthy americans, similar to the $300 to get out of the draft during the Civil War
