if we send arms, the war is prolonged.
the rebels are already getting arms from Saudis and Qatar, among others
many of the rebel factions are allied with Al Queda
the arms will be used against us or our allies in the future or may be sold or given to who knows?
it's a Sunni/Shiite conflict and intervening in those has not boded well for us in Iraq
it prolongs the suffering of Syrian civilians who just want the war to stop
it may draw us in deeper, no-fly zone, captive pilots, you name it
we have spent the last 8 years trying to get out of wars in the middle east and central Asia
it will not likely turn the war in favor of the rebels
it involves us in proxy war allied with Israel and Al Queda against Russia, Iran and Hezbollah
