Yeah, you can do animated gifs with PS, but it's all layer based and not by movement. So you have to turn on and off layers to animate it. and that's a pain. Just go Window->Animation.
And to actually make them, File->Save for web, and press the dropdown and select any of the GIFs, there's a few presets for different qualities.
