here is a useful formula:

If the mission on foot will take longer then twenty minutes, then a bike is both convenient and necessary. If the biking is longer then twenty minutes then the bus/light rail is more convenient and more necessary. If the bus/light rail takes longer then an hour and a half, then you are going to far, seek a car pool.
