No, it;s a pisstake, but a very very well done one. (Ladybird books in the 1970's were all the rage wiv tha kids, and they all looked like that and were written in that style).

not that i know of
or i can't think of any at the moment

but at urban outfitters there was a piggy bank but it was a little metal box instead of a pig and it had a little boy on it drawn like dick and jane and it said "i'm savin' up for some good weed" on it
