it means you can neg rep red (active neg rep) if you don't have enough active pos rep for yrself.
bluegrey neg rep is like blank rep.

I learned it some days ago,
its rep from somebody who got no rep point. so he cant give you some. the rep you gain depends on the amount from the one you get it.
