I used to kind of improvise when I just had a snare drum, like hitting the side of a floor lamp as the high-hat and stuff. I had a symbol without a stand once and it fit pretty nicely on a drumstick. Depends if you want to practice, or actually make music. A "practice set" is easy to wing, but one that sounds good is a different story. Just make sure it can't break. If it can, it will.

http://www.olivejuicemusic.com/prewaryardsale.html this band use buckets for drums. When i saw them live, the drummer was using wooden spoons as drum sticks and the drums were two upturned 10 or 20 kg buckets. I think one was maybe filled with sand or something. It was a great show

take one of those big plastic trashcans and take some tape and cover the open top with tape to make a bass drum.

Go around your garage/ loft/ shed with a stick. Hit things. Find the things that sound nice. Find the sounds you like, don't try and find the things that sound like pre-existing drums.
Buy 3 pairs of drumsticks once you've found your junk. Leave one pair normal; the second pair, wrap very very tightly with cotton wool and seal with glue or tape or some such. The third should be sanded, to be used for rubbing, although I do this to all drumsticks I use. Vessels (bins, kegs, oil drums) can be filled with water to change the pitch. If you have things you don't mind trashing, you can make pseudo-steel drums by hammering dents into metal things. After a while you should have an idea about how to tune things and what you're looking for, which makes the whole thing a bit more musical. If you want to go down the silly route, invest in cutting machinery and safety goggles. If you want to get really silly, you can use a series of home-made devices to make aeolian drums and generative water pipes. Try and think about the physics of sound when looking around - sometimes you have to hit, stroke or bow in a certain fashion to get sounds out. Car junkyards are an ideal source of cheap, and often monolithic, percussion.

On a side note, if you're new to drumming - with your feet, try to stomp/tap the ground or whatever you're using for the bass drum with your toes, not your heels.
